Fundamental Principles

A: Your Higher Self (Christ) is testing/transmuting its vehicle (you) (see tarot K14).

Q: What is a principle?
A: Those fundamental Cosmic Laws by which the Universe operates.

You can break this statement down into its key terms giving:

Fundamental: These principles are indivisible. In other words, they cannot be broken down any further. They are "atomic". They represent ultimate source, origin or cause of something. All other laws/principles are based upon this "fundamental set" of Cosmic Laws. By analogy it's sort of like how all words in the English language are based upon a fundamental set of letters, called the Alphabet.

Cosmic: These laws apply to all levels of manifestation. From the highest spiritual levels of existence down to the lowest levels of physical existence. "As above, so below."

Law: (from Webster): "(a) A sequence of events in nature or in human activities that has been observed to occur with unvarying uniformity under the same conditions. (b) the formulation in words of such a sequence; as the law of gravitation, etc..." (In other words, the way the universe operates. In my system this corresponds to the 22 Hebrew letters, and the 22 Tarot Keys. These 22 keys breakdown into Principles/Laws/Outcomes, so I guess I'm letting all three "aspects of consciousness" fall into my "Principles" category.)

Universal: These principles apply to all situations, and are always present
everywhere, all the time.

NOTE: The only time that one of these LAWs would NOT seem to be "in effect" would be if it was superceded by the application of another LAW on a higher plane. (much like the way that planes "seem" to overcome gravity, by the application of the law of aerodynamics - Bernoulli's principle. By rising mentally to a higher plane, man is able to create tools that allow him to seemingly overcome gravity.) 

This is the meaning of the passage:

"Nothing escapes the Principle of Cause and Effect, but there are many planes of Causation, and one may use the laws of the higher to overcome the laws of the lower" - The Kybalion.

AND

"The half-wise, recognizing the comparative unreality of the Universe, imagine that they may defy its Laws - such are vain and presumptuous fools, and they are broken against the rocks and are torn asunder by the elements by reason of their folly. The truly wise, knowing the nature of the Universe, use Law against laws; the higher against the lower; and by the art of Alchemy transmute that which is undesirable into that which is worthy, and thus triumph." - The Kybalion

In other words, while the half-wise might flap their arms and jump off a cliff to their own folly, the truly wise would take a plane! (or study the laws of aerodynamics and invent a plane if need be).
